Can someone tell me if there is a program for converting an "EPD" file
containing many positions into the "PGN" or ChessBase notation ?

If the EPD positions would form games if they had moves, then the only way I
know to do this is to import the file into Bookup 2000 Professional and then
have it add all moves that transpose.

EP2Diag will let you export an EPD file into PGN format:
