It most certainly does.

If that is what you were trying to say, then an appropriate way to
phrase it would have been something like "Fischer's ratio of
tournaments won to tournaments entered was higher in 1970 than over
the rest of his career." Or "Fischer rate of tournaments-won-per-year
was higher in 1970 than over the rest of his career." Quite different
from saying he didn't win many tournaments until 1970.

Does it imply that?
It is a completely straightforward comment:
"Before the 1970s Fischer did not win many major International
tournaments outright."
And it is true. Winning 5 in 13 years is a lot less than the records
of Spassky or Larsen, or I suppose a lot of other leading
grandmasters.
In 1970 Fischer won three in a year, his last competitive year as
regards tournaments.
I am not a statistician, and I do not have access to a calculator, but
three in one year sounds better than 5 in 13 years.

You can find it in most books about Fischer; the one I used was
Brady's "Profile of a Prodigy." Many databases also have a crosstable
function that will provide this information.
I think to detect a tone of gratuitous and unnecessary sarcasm. I
make no claim to having any "specialist" knowledge in this case; this
is all a matter of public record. I simply presented it to rebut your
strange claim that "Before the 1970s Fischer did not win many major
International tournaments outright," which implies that he won more
tournaments in the 1970s than before. This is clearly untrue. He won 5
major international tournaments and two minor ones before 1970, as
opposed to three from 1970 on. Last I checked, 5 is more than 3. If
you are going to argue that 5 is not "many," then the correct thing to
say would have been something like "Fischer never won many
international tournaments at all," though even then you'd get an
argument from many people.

How did you find that out? I mean, that he won more tournaments in
thirteen years than he did in one year? Was it in some specialist
publication?

If so I would love to get hold of it because it is exactly that kind
of very hard-to-get-hold-of information that I am after.

Before the 1970s Fischer did not win many major International
tournaments outright. He really benefited from that late 1960s lay-off.

This photo appeared on the cover of the August 1966 Chess Life, with
the caption "Relaxing before the tournament," which was the 2nd
Piatigorsky Cup, Santa Monica 1966. Left to right: Najdorf, Fischer,
Portisch, Larsen, Ivkov, and Unzicker. Fischer and Ivkov were not
playing an official game, just some skittles or friendly analysis.
Spassky (not pictured) won 11=BD-6=BD, ahead of Fischer (11-7), Larsen
(10-8), Portisch & Unzicker (9=BD-8=BD), Petrosian & Reshevsky (9-9),
Najdorf (8-10), Ivkov (6=BD-11=BD) and Donner (6-12). Fischer got off to a
dreadful start, scoring only 3=BD-5=BD in the first half, losing 3
straight games at one point (to Larsen, Najdorf, and Spassky) but he
recovered to score 7=BD-1=BD in the second half.
