I did indeed think it was Kaiser Bill; and when I looked up just the
phrase no one was saying who said it - well I know now!
Now we can all get back to the extremely important business of Truong
and Sloan and Polgar and Brock and all the others!

Is this intended to mimic the famous dictum that the Holy Roman
Empire "was neither holy, nor Roman, nor an empire"? That was

The best part of English (and, I assume, European) copyright law
is that, as well has having the `moral right' to have one's name
associated with one's work, one also has the moral right *not* to
have one's name associated with something that one did not write.
