It's not Kelly Cottrell's fault that:
1) No other woman bothered to try to qualify at the event she
qualified at, and
2) The AF4C didn't anticipate such a possibility, and didn't write in
provisions against it.
At the end of the day, she qualified, and the 50% provision was put in
so that this would be less likely to happen in the future.

Her name is Kelly Cottrell-Finegold (any relation to IM Ben
Finegold?) of Michigan. She's currently rated 1716, mainly from events
in Michigan and Ohio, been playing rated chess for only 3-4 years.
Apparently she was seeded into the US Ch based on a result in the
National Open. Sounds like a flaw in the qualification process.

Kelly Cottrell-Finegold is married to IM Ben Finegold.

There are other married couples playing in the 2006 US Championship:
GM Larry Christiansen and Natasha Christiansen, GM Alex Yermolinsky
and WGM Camilla Baginskaite.

According to the official USCF and FIDE websites,
Kelly Cottrell is rated 1663 USCF and 1887 FIDE.

I disapprove of John J's put-downs of Kelly Cottrell-Finegold.

But I have to say that it's far from extraordinary for someone
who has 'been playing (USCF) rated chess for only 3-4 years'
and who presumably has had intensive individual instruction
in chess from an IM (Ben Finegold, her husband) to achieve
a 1663 USCF rating. I can think of more than a few persons who
became much stronger players under much less advantageous
circumstances.

At the USCF website, Kelly Cottrell-Finegold's main record
states that her 'current published rating (February Supplement)'
is 1663. Her tournament history record states that her
rating has increased to 1716 after a tournament that
ended on 26 February 2006. Evidently, her latest rating
before the 2006 US Championship was 1716, though
it has not yet been published by the USCF.

That's not a factually accurate statement (above).
She has been playing USCF-rated chess (81 events)
for almost six years.

According to the USCF website, Kelly Cottrell-Finegold's
first tournament was the World Open, ending in July 2000.
Her initial provisional rating was 989 (based on eight games).
Her initial established rating was 1004 (in tember 2000).

Kelly Cottrell-Finegold's tournament history shows her
gradual improvement to her latest rating of 1716 USCF.
Given that she presumably has had intensive individual
instruction from an IM (Ben Finegold, her husband),
Kelly Cottrell-Finegold seems to be a player of
keen interest but not more than moderate talent.

An interesting thread. What is the likelihood that Kelly C-F. will @
some point in the future breach the _2000_ ceiling?..
