Is this game serious?? If so, I really don't understand moves 7 and 8.
Why was white trying to give up his queen and black so unwilling to
take it?

Ah, thanks. Didn't know that part of PGN.

I wouldn't even be able to move the pieces that fast, let alone decide
on a move! :-)

What happens if a TCP packet gets lost, and retried after 2 seconds?
I suppose you lose.

Well, in this case, it's not really part of PGN: the Event header just
describes the event so you can put any meaningful data in there. There is
also a specific TimeControl header but that wasn't used in this example.

ICC has a feature called 'timestamp', which when used with a supported
client is designed to be used to deal with lag, to avoid people taking a
penalty to their time due to Internet problems.

However, on the other hand, it also has a feature called 'autoflag'
which causes a player to automatically forfeit his opponent when said
opponent runs out of time, if set.

I've been with ICC for awhile, but I am -not- quite sure how these two

FICS has the same features (except they call `timestamp', `timeseal').
I'm not sure how this is done actually done technically (I have several
plausible hypotheses) but when autoflag is set and timeseal is being used,
the user sees a message something like `Checking if [opponentname] is
really out of time.' If they were, you win; if they were lagging, the
clock runs negative for a little while and then pops back up positive when
the move is received.

I assume that what happens is that the server sends a message to the
opponent's client saying, `Oi! Are you still there?' If the client says,
`yes and I think I've still got x seconds left', the time-seal allows the
server to determine the lag; if the client hasn't responded after x
seconds, you know the lag is at least x so the best thing to do is adjourn
the game. Adjournments can be made without your opponent's consent if the
opponent is lagging by more than a certain amount.

Some people try to cheat by disconnecting from the net to avoid losing
lost games. Both FICS and ICC have options to make such disconnections
automatic forfeits (but then, if you disconnect for a legitimate reason,
like somebody tripping over your phone cable, you lose too). On FICS at
least, people who abuse by disconnecting will have their accounts flagged
to auto-forfeit on disconnection (without risk to their opponent). Also,
you can ask for immediate adjudication on games where there's an obvious
win and the opponent disconnected.

Well, 1.d4 isn't necessarily perfect but it's not really all that bad, you
know. It leads to reasonably playable positions, and Kasparov has shown
that it can even be a quite aggressive move.
