Dear Chess Friends,

Can anyone tell me how FIDE regulates individual expression in
tournaments? Here is an example: suppose that a free thinker from
Holland came to play in a FIDE tournament and wore a T-shirt with a
picture of Mohammed with a lit bomb in his turban. How do FIDE rules apply?

That would probably fall under the FIDE dress code. See 1.2 and 2.2.8.

FIDE rules might be irrelevant: it's possible that the public wearing
of such a T-shirt would be an offence under Dutch law. Under English
law, it might constitute an incitement to racial hatred and would very
likely constitute a breach of the peace (it is an action which may
naturally provoke others to violence).

(NB: the US Constitution and the Supreme Court's interpretation of it
carry no weight outside US territory.)

Probably also good old Article 12.6 of the FIDE laws of chess: ``It is
forbidden to distract or annoy the opponent in any manner

Thanks for the link. The rules appear somewhat vague to me. This
probably means that the given instance would be decided by an appeals
committee, if it became an issue.

Deliberately so. From the preface to the FIDE Laws:

``The Laws of Chess cannot cover all possible situations that may
arise during a game, nor can they regulate all administrative
questions. Where cases are not precisely regulated by an Article
of the Laws, it should be possible to reach a correct decision by
studying analogous situations, which are discussed in the Laws.
The Laws assume that arbiters have the necessary competence, sound
judgement and absolute objectivity. Too detailed a rule might
deprive the arbiter of his freedom of judgement and thus prevent
him from finding the solution to a problem dictated by fairness,
logic and special factors.''
