Enter Chess Problem Database server (mostly helpmates and retractors,
but all kinds) or Brian Stephenson (on his webpage Meson is a database
of mostly directmates) into Google and you will find two free ones.
Milan Velimirovic (yes, the brother of....) has one with his solving
program on the MatPlus pages that he runs, but he had to pull it at
least temporarily. It may or may not be back.

For sale, WinChloe and Alybadix, chess solving programs, both have
databases, WinChloe's is the most widely used. Problemiste is another
with many databse files, but no big single database (I believe). It
can be downloaded as freeware but is limited in its capacities in that
form.

Add to the commercial offerings Harold van der Heijden's database of
endgame studies. It's a bit messy as it's coded in PGN form, which doesn't
really do the right thing for chess compositions, but there's nothing to beat
if you want completeness. Must be used with ChessBase and other PGN-capable
database software. (http://home.studieaccess.nl/heijd336/home.html).

Milan Velimirović's database is still available (Mat Plus Librarian).
Some new contents was dropped, due to concerns about anthology copyrights,
but not the software or the previous 'book' files.

has some related info.
